IBAC and Participating Member Associations Introduce CORE Risk Management for Small Aviation Organizations

17 October 2026

NBAA-BACE 2026 — Las Vegas -- The International Business Aviation Council (IBAC) is rolling out CORE, a practical risk management toolkit designed to meet the needs of small aviation organizations this week at NBAA-BACE 2026.

CORE compliments an organization’s existing operational practices, offering practical tools and step-by-step guidance to help teams understand, manage, and communicate daily risks. Built for smaller operators, ground handlers, maintenance and service providers with limited team capacity, it establishes a strong foundation for safety practices without audits, formal compliance reviews, or rigid implementation timelines.

"Building a strong risk management foundation is at the core of our industry’s resilience regardless of the team’s size or administrative resources," said Kurt Edwards, IBAC Director General. "The CORE framework provides small teams with a practical approach to risk at their own pace. Its supportive toolkit is designed to strengthen safety practices and team communication and can evolve with operations as they grow into formal safety systems over time."

IBAC is working with participating member associations including the National Business Aviation Association (NBAA)—to promote the CORE platform to their members.

Key features of CORE Risk Management include:

·         Team-Paced Risk Workflows: Intuitive guidance and flexible tools for busy, small-scale operations that follow the CORE principles.

·         Practical Risk Management framework with access to online guidance videos and tailored tools to use with existing routines and systems already in place in your organisation.

·         Non-Audit Framework: Focuses on practical hazard identification and risk communication.

·         Phased Association Access: Rolling deployment through participating IBAC member associations worldwide.

CORE information and subscription details are available during NBAA-BACE at IBAC’s booth #764. For more details about the CORE framework, visit https://ibac.org/core and opt-in for updates or email core@ibac.org.
